    There is always a chance for instability and separation :D 

    You can, of course, add that into your emulsion, just follow correct processes (temperature, antioxidant if required, etc.. ) And test it out.

    Are you asking if you can purchase a private label base manufactured by a third party and then blending-in menthol and camphor … but menthol and camphor are not added-in when the base is being manufactured?

    It certainly could. You would probably want to include the INCI for your base.
