    I am working on a beard care line of products starting with a beard moisturizer to be used with beard oil after. Below are the percentages I used and issues I’ve run into from batch test. 

    Water Phase

    Water- 52%
    Aloe Vera Juice- 15%
    DL Panthenol (conditioning agent)- 3%
    1,3-propanediol (conditioning agent)- 4%
    Glycine Betaine Sugar Extract (moisturizer/humectant)- 3%

    Oil Phase

    BTMS-50 (emulsifier/conditioner)- 6%
    Cetyl Alcohol (thickening conditioner)- 4%
    Shea Butter- 2%
    Mango Butter- 2.5%
    Avocado Butter- 1%
    Carrier Oil Blend- 6%
    Vitamin E- 0.5%
    Optiphen Plus (Preservative)- 1%

    Issues I have run into

    1. Not instantly being absorbed on dry or damp beard it sits atop hair making the beard white and has to be brushed in to dissolve. 
    2. After absorbing skin/hair doesn’t retain moisture for extended period. 
    3. Feels a tad bit heavy would like for it to be slightly less. 

    I have not used silicone or natural alternatives to retain moisturized feeling of “being wet” but would be open to suggestions if it will fix this issue.

    I am looking to condition hair/skin with product during winter as sort of a beard lotion for skin underneath. This is to be followed up with use of beard oil as well.

    You are basically making a conditioner, not moisturizer. 
    So better make it wash-off conditioner and follow with some beard oil. 
    You are missing rheology modifier for stability.
    Wrong lipid selections. You want to use very light lipids, not butters or plain oils.
    Look also into volatile lipids, this should be majority, leaving only a tiny bit of plant oil/heavier lipid residue.

    Sorry for any confusion but it’s meant to be a leave-in conditioner and moisturizer.
