  About TEWL of mineral oil

  “Petrolatum in a minimum concentration of 5% reduces TEWL by more than 98% followed by lanolin, mineral oil, and silicones which only reduce TEWL by 20–30%”

  does this mean %5 mineral oil reduce TEWL by 20–30% and if we increase the quantity the reduction of TEWL will be better? 

  or it means mineral oil at max can reduce TEWL by 20–30% No matter what the quantity is?
