In the US, anything “organic” has to be “certified organic” by USDA regulations. Doing this doubles or triples the costs of manufacturing + raw materials. I don’t think anyone’s making much money going that route.

Here’s a handy little guide for labeling requirements for “organic” cosmetics.
You’ll find a lot of companies go with the “made with 70 percent certified organic ingredients” or just denote specific ingredients on the ingredient list as “certified organic”. That way you get around the hefty manufacturing price increases necessary to certify products as “organic” according to USDA regulations. -

I’ve not seen any evidence that most consumers know that there is a difference between “organic” and “natural” cosmetics. So, go the natural route, it’s much easier to produce products. Aveeno calls itself natural and is purely a greenwashing effort.
