Second thing there are many natural preservative are available that you have try and may be you have to used two to four preservative in combination to control the microbs.I made lost of masks and we had used three to four preservatives in combination.
Ideally Microbs must be <10 is better.

You can keep your product pH near above - 5 & use sodium benzoate & Potassium Sorbate,
I am following these and it is very effective.
You need to check the Preservative Efficacy Test, if it is passing, no issue you can use it.
DMDM Hydantoin also you can try.

You can also try Iso Propyl Alcohol.
Add moisturiser to reduce dryness.

You need to add some humectant also to increase moisture after wash.
If you are using heigher % of Cocamidopropyl betaine, it will give more slippery effect which consumer don’t like.

keep your product pH between 4 to 5 using citric acid and add preservative like sodium benzoate and potassium sorbate.
I developed so many products with this combination and all products are fine, no any issue of microbs -
Addition of sunscreen agents will help you for colour stability
