    Does anyone know why cetyl/cetearyl alcohol is the culprit? What is chemically happening? I have seen this trend myself but it hasn’t occurred to me yet why.

    @bobzchemist is correct - grey area. If ingredients have dual functions, there should be a “max value” as to what you can use the ingredient for one use; anything above that use makes it an active ingredient. I also believe that if the ingredient is adding more than an SPF level of two, you have to list it as an active ingredient.

    I’ve also read that even a small amount of oil can decrease the viscosity of a shampoo product. Anyone experienced this?

    Try making a 50% solution and adding that. Start by adding .05% increments.
