Just an update, after 7 days my pH has gone from 8 to 8.2. I am using 4% soap in the formula and end up with a pH of 8.5, adjusted to 8 with lactic acid.
At this point, I may just send it to production without urea, but will continue experimenting. Thought I would share, since you were kind enough to help me. -

I have had great luck with glycerin/HPMC slurry added to heated water then cooled and added to end of formula, no more cloud formation.
chemist77, will look into Methocel 40 series for production as it does not require heating. -

Thank you Belassi and Dr Bob for your input. Helpful to know it is not just me! -
Thank you Belassi! That will be extremely helpful for a cream type body wash. You guys are a wealth of information!

Mark,
Well now I cannot find any and am thinking that I made a really foolish mistake! Somehow, I just assumed there had to be a technique or solvent that I wasn’t aware of. Thank you so much for your advice and saving me hours of work. -
Dr Bob,
Thank you for that suggestion, a protein with foam boosting is exactly what I need, was just trying to avoid the expense. But ultimately you are right, will have to go with protein.
Thank you again! -
Hello Belassi,
I think that “a” is an excellent question, but may I suggest that you do not prejudice your testers by indicating that one is more costly than the other. Ask simply if they would be willing to pay $Y for the one that they prefer.
