Good question! I guess just personal preference due to its lack of water solubility. Also I believe it was suggested in another discussion but I could be remembering wrong. It disperses / dissolves evenly in the emulsion. Maybe I will try adding it to the water phase to see if and what differences it makes. Thanks!
