HLB should not change (regardless of emulsion type).Griffin(Atlas/ICI) based it on the molecular structure as a mathematical relationship between the hydrophobic and hydrphilic portions of the molecule.Unless you change this via a molecular structure change the HlB remains constant.
#doctorbrenda In addition to micelles SAA also form vesicles for drug/cosmetic active encapsulation ie niosomes-cubosomes etc in which HLB plays a significant role.

Have you tried alcohol. IPA is on inert list?I haven’t done it but may work

You must have more oils than .3 Castor oil if you are getting a layer probably with some having lower HLB.I think we need more info to help.

Redox-at low PH zinc ions are likely reacting with Fe ions to discolor.I would first raise PH to 7 and observe color.

No that may help with initial microbial content but not total bio -demand i.e. In use/preservation of product during use.

The claims don’t bother me as much as the lack of a preservative.

@chemist 77-SAA is surface active agent used in EP.

Polymer you are using is likely made via emulsion polymerization so residual SAA is cause of foaming.Try adding EO/PO block copolymer such as Pluronic L 31 but use at very low level ie 0.5 as it will also decrease viscosity.Add to polymer emulsion before neutralization.

D panthenol is  unstable in presence of oxidizing agents so do not understand what is its reason for being???

Have you tried lowering ph to 6.0-6.5 ?

Best bet is xanthan in up to 10% NaOH solution.. Sclerotium gum is another and very stable viscosity at high PH.Can be used with xanthan for maximum viscosity stability.

not sure which is why suggested using silicone copolyol whih is water soluble. What do you think?

  • #zinc Why don’t you raise concentration of preservative being used unless you are at maximum levels.Logarithmic report on growth should provide clue -had similar problem which doing the latter made it easy.

#zink  best way would be to patent a  stabilized form of retinol and its analogs ie retinyl palmitate for cosmetic use and avoid FDA completely.

yes-an emulsifiable concentrate is always better but you may need higher ratio of P_80-

#zinc  That is what led to retinyl palmitate analog ;efficacy is similar to retinol and more stable.T-res likely needs a similar analog as triacetyl t-res is more stable and reverts back to T-res in vivo particularly in melanocytes for inhibition of melanogenesis.

You can also use DC 193 Fluid from Dow Corning  inci  peg 12 Dimethicone  which is water soluble and surface active

Yes of course but a Bases test is pre-market introduction and can be conducted together with a market research Test either monadic or versus a benchmark. There are no absolutes but the latter will provide you with a solid go/no-go decision based on product attributes and re-purchase..

repeat purchase can be monitored by in-store Bases market research test:you will always get complaints no matter how good product is but if you monitor them you will find trends for product improvements based on consumer usage attitudes and changing demographics.

if this is a pre-wash soak similar to Woolite you can use sodium  sesqicarbonate with a mixture of LAS and nonionic alcohol ethoxylate)I think 1:1 ratio) which will provide PH of 7-8.You may need a hydrtrope to keep sesqicarbonate in solution but have a go at it.

Bob is correct and based on Marketing claims list needs and wants.Old absolutes do not always follow contemporary markets. Its your call with your marketing/positioning!

    Try it

Sultaines are mild and should give ample foam from an aerosol.
