the basic issue is penetration into the epidermis regardless of emulsion type which is why silicones and silicone replacements work Have done numerous consumer product tests and result is always the same-ie rapid penetration during rub-in/shear.

I think MAP would be the best choice as ascorbyl glucoside/ etc will react with semiquinone radicals formed from hydroquinone.

I would try the Ultrez 30 first as very easy to use with good electrolyte tolerance.If you have a problem due to electrolyte stability tryCarbopol SF 1.

Ethanol or ethanol/water.You may need a small amount or Surfactant for clarity.

In addition do not forget Rheology ie spread-ability on wet hair and fly-away (static control).

@jrnb You should be able to triturate with glycerine for water base using a lot of elbow grease and 5-10 % glycerine to avoid crystallization on skin.I don’t know what oils you are using but you should be able to do the same with lanolin or petrolatum.

Agree-this project will take significant time/work and should include a proof of concept by formulator who takes it on.Time/cost to develop will e an issue.

you will need a liquid which you can add on to wipe which i presume is non-woven.Look in the shelves at baby Wipes and from INCI names you should be able to get a start.

Ascorbic acid is too high;try reducing to half first ie from 4 parts to 2 parts.You can also replace it with sodium ascorbyl phosphate.Change preservative to germaben at 1%.

You should not get NH3 liberated at low ph but I would change to one of the Croda humectants such as Lactamide MEA at 1-2% and use Ultrex 10.

@Doreen81/em88 If you are using Lactilfor moisturizing, why so much for a leave on product? Evonik shows cleanser(wash off) using 1% carbomer 140G for viscosity?

Now you need a marijuana odor neutralizing conditioner. As a side point, while stationed in Germany in mid 1950, it was fairly common practice to wash the hair with beer.So dig up some Lowenbrau and distill it as the alcohol azeotrope may be interesting.

Isododecane+Bis-Vinyl Dimethicone/Dimethicone Copolymer is not volatile so no worries about heating to 80C.The silicone polymer likely holds the ISD in the polymer matrix but even so that particular silicone unlike D4 or D5 is not volatile.

Saa is surfactant and ocular irritation of sles1and 2 are about the same but the boss is the boss.Add PEG 6000 distearate to increase viscosity If you are not able for whatever reason to add more salt.If you need lather boost with 2 add Cocamido propyl betaine.
