I also think a polarity issue is very likely.

Suggestions:

- add another emollient with solvent and solubilization property,

- try another solubilizer,

- check for impurities in raw materials and replace one ingredient with another if necessary.

The final pH is 4.8 (spec : 4.5 < pH < 5.0).
