It would be better in ethanol, but you may still have a problem at that percentage. This is why most commercial hand sanitisers do not have an ethanol or IPA percentage above ~60% - it is challenging to find a stable thickener.
Generally, you will see higher solubility if you were to add your thickener to the water alone, and then add the IPA or ethanol later on after the thickener has been dissolved. However in the case of IPA I think you will still see the thickener precipitating out.

I want to bring in sensory element (BASF pillow talk), smooth spread without drag..thats why I got some cetiol sensoft. The Cosmedia ACE as an emulsifier if I wanted to add some aqua based extracts, also a good thickener. My target is to achieve 98% organic claims.
So, with my available ingredients, how can i achieve this. -
