It took me about 4 years of hands-on lab practice and reading to become competent with formulation although I was able to produce my first products by knocking-off existing formulae. However I now find myself replacing the early ones because I can see better methods / ingredients.
Apart from the time, I have about 150 raw material ingredients, a small personal lab, and a few thousand $ worth of equipment. If you are looking at opening a retail store then budget around $30,000. If you’re not looking at opening a retail store then you will need to spend a lot of time considering distribution methods. Online may work for you IF you live in an advanced country where people are used to buying on line. -

Either make a carbomer cream using Carbopol to stabilise it, or you will need to replace some of the liquid lipids components with solids eg stearic acid, cetyl alcohol.

Update.
The three month results are in from the testers. It’s a small test group because we didn’t have a lot of raw material.
Photo age spots: faded by 70%
Melasma (face): faded by at least 50%.
I am particularly delighted by the melasma response because we have had a fair number of requests for a product that can help, and this is the first system that we tried that has been effective. I am now going to add some more actives (eg licorice extract) we should have the product ready in about 4 weeks. -
By the way if anyone is interested in the economics etc of running a retail operation, I am working on the business plan for our first retail store and looking to exchange ideas with anyone interested. While I say that we’re like Lush, we’re not really. After reading right through their catalogue, they have very few “core” products and an awful lot of what I regard as fripperies. I mean, refreshing foot powder? Bath bombs? Not mainstream products in my playbook.

Yes, C5 provides me with complete access. Actually I don’t bother to use FTP, C5 comes complete with up/download file access. I just open the file manager and drag ‘n drop. I am waiting on the graphic designer at the moment, we are changing all labelling, corporate design, packaging, the lot!

Another member of our test panel just reported good fading of melasma spots due to the vitamin C / glycrhizzic acid test formula. As Bob said, you need a product that is absorbed into the skin. Rinse off products are almost useless.

@pma: Many thanks for the links! Good to know Avon are in trouble, they are no. 1 in Mexico according to the Euromonitor reports, and Mary Kay presumably should also be having problems if the reasons given in The Economist are correct.
I also noted this: “Customers no longer order through catalogues.” In which case I wonder why the hell Lush (Canada) produces an 83-page full colour catalogue that resembles a large format novel. (Lush’s prices for some products are insane. Who pays $44 for a 500mL shampoo?) -

Wholesale Supplies is only selling the 58mm which I hate, and my source cost for that model here is roughly 70% of the US prices. But thanks for trying!I have just bought 600-off of the black 70mm pots, tops and liners and I can live with that MOQ. I’m about to buy a trial run of 50g airless pump which to my surprise I found here in Mexico at a good price and low MOQ. I also found a super nice 400mL shampoo bottle and 75mL atomiser so I have quite a lot going on with packaging right now. Oh and I have to design the box for the airless pump and the product leaflet too! Argh!

Hydrophile–Lipophile Balance (HLB) of the Emulsifiers
The HLB values were estimated experimentally by the Griffin method [16]. The composition of the emulsion during the evaluation of HLB was as follows: oil phase (paraffin oil/paraffin wax, 9:1 w/w): 40 wt%; water: 55 wt%; emulsifier: 5 wt%. As a standard Tween 60 (HLB = 14.9) and Span 60 (HLB 4.7) emulsifiers were used. The confidence interval of the HLB values was 0.1.

Glucamate VLT is a superb thickener, it has great long-flow sensorials and also improves preservative performance. However it is rather expensive. Adding 1% cocamide MEA allows reduction of the thickener percentage and further improves foam.
