Shampoo should prepare under vacuum only. If it is small scale preparation please use small vacuum pump along with desiccator.

Laureth 23 acts as a solubilizing agent but you are already going to use solubilizer for SA so that no need to use L-23.

Salicylic acid is soluble in diols, please try 1,2 - hexandiol as a solvent or try hexylene glycol. Be careful, as excess use of Salicylic acid cause dryness of skin.

Check foam height of each of the surfactant & then check their synergistic effect in terms of foaming.

We can’t predict to decrease or increase % of ingredients as most of the ingredients affect viscosity of shampoo. I do agree with Perry, it needs more trials. First decide which kind of property you are looking for your shampoo.

I think, rather than ready made masks (made up of mineral clay), clay masks are more effective & most saleable.

If you want to prepare Si/w (Silicon in water) type then use PEG-10 dimethicone in combination with Sucrose distearate & if it is just simple w/o then use PEG-30 DIPOLYHYDROXYSTEARATE
    as a w/o emulsifier.
