    As ketchito said, consider GMS, cetyl, behenyl, and cetearyl alcohol as structuring agents, no matter what their HLB is. You can use one of them or all of them together. I suggest behenyl+GMS to you.

    Sodium Stearoyl Glutamate and Cetearyl Glucoside are emulsifiers no matter what their HLB is. (Their HLB would differ from manufacturer to manufacturer and from batch to batch. It doesn’t matter).

    Important is the ratio of emulsifieror emulsifiers to structuring agent or structuring agents. It is better to be 1:4-1:6 emulsifiers: structuring agents ratio in mole.
