I suppose it depends on what your definition of “natural” is. 
You have to ask the supplier what they mean.

Some might mean that they make fragrances only using ingredients obtained from natural.

But some might mean they use ingredients that are chemically identical to ones found in nature.

Still others might just mean the fragrance smells like a fragrance you’d get from nature.
