Hard water reduce foam and detergency of hard water sensitive surfactants in a cleansing product.

There are three areas where hard water contacts surfactant.
    1. When we mix surfactant and hard water to make the cleanser
    2. When we wet our hair with hard water and apply shampoo to generate foam
    3. When we rinse our hair with hard water.

When does hard water effect hard water sensitive surfactants?

I mean if i make shampoo with SLS and Disodium Lauryl Sulfosuccinate which are hard water sensitive in soft water but when washing the hair i use hard water, will foam and detergency be effected?

Or if i make this shampoo in hard water and wash my hair with soft water, will foaming and detergency be effected?
