  What is special about this surfactants ratio?

  I have noticed that most suppliers of conditioning polymers or silicones, when they are showing the power of their ingredient in a shampoo formula example, they use a shampoo base with 14% sulfate or sulfates+ 2% CAPB. 

  My question is: what is special about this quantities or this ratio of surfactants as shampoo base that conditioner ingredient suppliers use when they want to show us how good their conditioning ingredient is?
