@ngarayeva001 Your question is answered briefly but accurately by Kelly Dobos in her Chemist Corner post in the closing paragraph.

“Particle size can be easily minimized with high-shear homogenization and
use of emulsifiers that bring the interfacial tension to a minimum.”

That is your starting point.
