  w/o solubilizer for adding water based active to hair oil

  Client wants a hair oil that includes Procapil a water soluble active that’s in the rest of their hair care line. We have tried polysorbate 20, polyglyceryl oleate, glyceryl oleate, and sorbitan oleate. The product separates after one day at room temperature. Any suggestions for what can be done? I was thinking of using a rheology modifier, but I don’t want it to leave a residue or cause stickiness.
