  What is a safe usage rate for cetrimonium chloride in a leave in product?

  SCCS opinion:
  Leave-on hair care products up to 1.0%

  Leave-on facial cream products:

  sum of cetrimonium chloride
  and steartrimonium chloride up to 0.5% 

  EU:
  As preservative : 0.1%.

  @Paprik - do you have a link to the SCCS opinion saying 1.0% is ok in leave on?  The CIR says 0.25% is the limit.
