You mean elemental sulphur? Carbon disulfide and toluene come to mind. Other hydrocarbon and aprotic solvents and solvent mixtures with ionic liquids may also be used depending on the amount you required dissolved.However, these solvents are not to be used as cosmetics!

Okay, I’ll take the bait:
Then how are most formulators utilizing [elemental] sulfur in their formulations (at the 1-10% rate)? It’s just micronized and suspended?
