Working on a spray on hair treatment but need a rheology modifier or emulsifier that can suspend some actives in a 90% water phase without leaving the hair sticky or hard. We are using some powder actives like catalase and tyrosine with total up to around 5%.

The issue is that our benchmark is a shake before using product but the client would ideally like a homogeneous product. We have tried using xanthan gum and it works to keep the formula together but then in leaves the hair with a residue feeling. We are working around pH 6.8. We have a gelled version that we are moving forward with but they are looking to have a spray on version as well.

Catalase is a bad idea. Spraying enzymes can provoke sensitization by inhalation with risk of subsequent anaphylaxis. It’s pretty rare but too serious to risk if it does occur. You can see the stuff in smaller brands where they don’t have expertise to understand risk. .Big brands esp. avoid as they look to years of sales with millions of exposures.

Example: major detergent (with enzyme) manufacturers test their plant employees routinely and reassign if they show sensitization.

Dr. Geis makes a good point on enzyme inhalation. If you move forward with a version of this product and don’t want carbomer you could also try low-acyl gellan gum for suspension. The processing can be a bit finicky, the main thing to make sure would be order of addition: DI water, possibly sequestrant, gellan gum.

There are a coupl,e of gums I can think of that may help to suspend without thickening the system,

Ceratonia Siliqua (Carob bean) Gum and a Cellulose type gum such as Valida Fibrillated Cellulose in water suspension. Neither should thicken the system but both should help to suspend within the system.
