    (This may be a silly question)
    Is it possible to import products into Europe (and notify on the cosmetic portal) without having a relationship with the manufacturer?  This would require knowledge of the ingredient concentration ranges.

    Can a lab ascertain the concentration range of each ingredient listed on the packaging?   (Let’s say a typical product has up to 30 ingredients, and any complex organic extracts content is negligible).

    If it is possible, what kind of costs for the lab work?

    Are you asking if you can purchase a commercial product manufactured by Company X that is sold in Walmart, say directly from Walmart, register it for sale in Europe and then resell it as a registered product in Europe, without Company X’s involvement or consent?

    One thing to think about is what kind of documents you need to hold or get from the manufacturer for the EU region, i believe the info required for the PIF, in case of checks or events.

    You’re simply not going to get an EU Safety Assessor to sign off on submitting a report on someone else’s product … This is simply a crazy idea begging for a lawsuit.

    @MarkBroussard and legal issues aside, they’ll need a lot of information that’s only available to the manufacturer/brand owner

    Check if the brand already have designated distributor in your country/region or not.
    If not you can contact the brand directly and ask for a business matching or a proposal meeting and work on the deal. brand will give you distributor’s price and needed registration documents and shipping after. Also there are other means to do it legally.
