    Do you have a starting Formulation? It is unlikely that someone will just GIVE you a Formulation.

    you will need a liquid which you can add on to wipe which i presume is non-woven.Look in the shelves at baby Wipes and from INCI names you should be able to get a start.

    thank u for ur advices.
    i tried a trial that i bought  three rash cream from cosmetic market.i soluted them with an emulsifier with 1:1 ratio.And then one cream has soluted with deionize water.and then i got absorbed it with  dry nonwoven pocket.
    but now ,i don’t know what i must to progress level.
    i have an idea about this formulation process: i’ll write an recipe which has nearly %25 Zinc Oxide.and İ’ll build the system around Zinc Oxide substance.
    pls give me a preservative system advice and suitable emulsifient for this rash wipe lotion recipe.

    You would need to pay a Formulator. That advice is far beyond what one could expect in a free forum.

    25% Zinc oxide is way to high, it even exceeds the OTC %
    good luck in incorporating 25% in your formulation
