  Propylene glycol function in hair conditioners?

  I stumbled upon these formulas

  Both are Cetrimonium chloride based conditioners. One is clear, the other one has fatty alcohols.

  Propylenglycol (polyol). Moisturising agent, specially recommended maintaining the liquid form of the hair rinses. Emulsion stabiliser at low temperatures. It contributes to maintain the wet degree of the hair.
  I wonder what they meant in the last sentence.

  My guess would be that they are referring to it being a humectant.

  PG is a lousy humectant and not much of a moisturizer either. In hair conditioners it’s use is mainly to mitigate the tackiness of glycerin or CETAC or another ingredient. It helps a bit with freeze-thaw too.
