  Problem Hair Gel Pomade !! Help me

  I mix all the ingredients below but cannot mix. Is my step wrong because it mixes all at once?
  the composition is like this:
  Water: 65%
  Ceteareth 25: 18%
  PG. : 2%
  PVP k-90. : 2%
  PEG 40.: 1%
  polysorbate 20: 2%
  Simethicone: 0.5%
  fragrance: 3%
  VG: 3%
  DMDM: 0.3%
  PEG 7.: 3%

  Help me please.

  @ferrysetiawan about your formula i can see that the % of perfume 3 is too high so i sugguest to decrease it to 0,5 % , then you will not need to use tow solublizers you just need to use one polysorbate 20 or peg 40 at % equal at 2. the % of pvp should be higher for better fixation, for ceteareth 25 may you need to increase the % for better viscosity.
