  • Oil phase in emulsion

I am trying to formulate my first basic cream. I have questions about oil phase.
I am going to use 4% self emulsifier e.g Montanov 68 and I have an information that it does best with a 25% oil phase.
Do I calculate emulsifier to the oil phase: 4% Montanov 68 + 21% mix of oils, butters, thickeners (e.g cetyl alcohol) =25% ?
    Thank you for your help.
