  need clarification

  hi,

  I did read some articles before…
  if a formula which hv only carbomer and green tea. there is no need to put any solubizer or emulsifier. because the is no oil . 
  pls help is this correct.

  Yes but you need a preservative.You also need to neutralize the carbomer with a base usually triethanolamine (1:1 with carbomer).

  Put TEA the same as the % of your carbomer. And then add a preservative.
