Making a deep conditioner for fine hair
Hi Everyone I am making a deep conditioner for fine hair based on a formula from making cosmetics I notice in the formula they use 79% water. Is this too much? or just right for fine hair? and if it is too much or If I want to adjust it later for thicker hairs what properties would I increase or decrease as well if I decide to decrease the water content? thank you! and here is a link to the formula pdf and its also copied below but a little hard to read.it is the deep conditioner souffle.MakingCosmetics Inc.

Method
Combine phase A ingredients, blending with a stick blender until smooth and creamy. Add phase B, blending
again. Add phase C ingredient and stir well. pH 5.
Properties
Improves the structure and volume of hair, deeply conditions and easily detangles hair. Contains avocado and
oat oils for deep moisture and nourishment.
