  Looking to produce Hair care line of toning shampoos and conditioners

   Hi there! I am looking to create a pigmented line of shampoos and conditioners (three of each). For a direct to consumer hair care line. They must be great quality shampoo and conditioner with pigment to tone and balance hair color. I am looking for a chemist and the manufacture. And about what one would charge to do so. Thanks in advance
