Looking for skin care manufacturer
From: @veoniaQuestion: I am looking to formulate a skin care product for dry/rough parts of the body, using 2% concentration (or slightly less) of salicylic acid as an ingredient. There will be no claims made of acne or exfoliation just one of keeping skin soft and supple. With this said, will this product be classified as an OTC or as a cosmetic? Do I need to get any kind of approvals from the FDA. Also, I am looking for a formulator and possibly a manufacturer, if you have any suggestions. Thank you, SAB PS. I am located in the Washington, DC area. -

The use of Salicylic acid at 2% would make you an OTC product even without claims. There is a recent thread on making a Salicylic acid product wherein bobzchemist covers this more at length.
