  Is it possible to mix a silicone base with HA ?

  If you try what you suggested you will not be able to combine those ingredients. Also, D5 is limited to 0.2% in leave-on products. You’ll need an emulsification system and a stabiliser, and silicones are notoriously difficult. You could use a water-dispersible silicone to avoid the problem. It will probably work.
