  Is CETAC wrongly restricted to 0.25% just because injected CETAB is toxic?

  It says that CETAB was teratogenic and embryotoxic (trough intraperitoneal injection at 10+ mg/kg)
  but CETAC seemed safe demally at 2%.

  So it looks like they are (wrongly) extrapolating injected CETAB toxicity to dermally applied CETAC.
