    Formalin has 37% formaldehyde in water. So is it considered 37% free formaldehyde or it is considered attached to water and not free and only turn to free formaldehyde by heat, high pH and microbial ingestion the same as formaldehyde donors?

    “free” as addressed in regulation (EU) would be all of it
