  • Ideal surfactants for oil/balm cleanser - high AND low HLB?

    I am seeing numerous oil and balm cleansers that use only low-HLB emulsifiers, some that use only high-HLB ones, and then some that use both. What would be ideal in a formula like this for robust and effective emulsification of makeup, SPF, etc. and a completely clean rinse-off? Thank you!

    I would think using high HLB surfactants would be better for removing oil which is what you would want to do with makeup removers. Although, maybe you also want a blend of low HLB ones so they can more easily be removed.
