What is the maximum safe use level for hydrochloric acid in shampoo and body wash?

I currently have shortage of citric acid and local suppliers doesn’t have it.

I am currently making shampoo with SLS powder and it needs 5% citric acid to adjust the pH to 5.

I did use salicylic acid and it needed 10% salicylic acid to adjust the pH ???? so not a practical replacement.

The safety of it depends on the pH level.
Use only enough to adjust the pH to an appropriate level and you’ll be fine.
It dissociates in water to H+ and Cl- ions.
