  How to make oil white? I added Tatanium Dioxide After 2 days it sunk to the bottom?

  I have 80 percent water and 20 oil approximately …i used to gram of suga mulse d90 but it did not fully emulsify i think…..would i have to use a device to emulsify it properly? I heated it up on the stove top when i was emulsifying it…I added the titanium dioxide a few days later…
