  how i make cream lipstick, it is matte soft and not glossy

  Those are the commercial names of the NYX Cosmetics Soft Matte Lip Creams.

  if i use oil+ wax+ butter it will glossy.

  You need to hire a consultant - or look some formulas up on the web yourself.
