    I am formulating a natural toner and I want to use an emulsifier certified by ecocert or cosmos in my toner. I also want it to be a cold process emulsifier so I do not need to heat my hydrolates, and it would also be energy saving. I have already tried several emulsifiers, but it always seems that it cannot bind the water and oil and the oil droplets are floating on top of the water phase.

    This is my formula:
    70% hydrolates
    22% aloe vera juice
    5% Glycerol
    1% preservative
    1% essential oil
    1% co2 oil extract

    Would very much appreciate any suggestions from you 🙂
