    Everything in these two lotions are the same except one is cationic and another is anionic. 

    What amount of phenoxyethanol+ caprylhydroxamic acid would they need to be properly preserved.

    Formula 1 anionic.
    Water 
    Glycerin 12%
    Petrolatum 4%
    Shea butter 0.7%
    Dimethicone 0.3%
    GMS 2%
    Sodium stearoyl lactylate 1%
    Cetyl alcohol 1%
    Xanthan gum 0.3%
    Tetrasodium EDTA 0.2%
    Citric acid
    Fragrance 0.1%
    pH 5.1

    Formula 2 cationic
    Water 

    Glycerin 12%
    Petrolatum 4%
    Shea butter 0.7%
    Dimethicone 0.3%
    GMS 2%
    Stearamidopropyl dimethylamine 1%
    Cetyl alcohol 1%
    NACL
    Citric acid
    Fragrance 0.1%

    pH 4.1
