    Any guess wouldn’t be more accurate than the % range they already give. Only with testing or inside knowledge could one get a more precise %.

    I agree with @Pharma.  
    I would add that 5% phenoxyethanol is a ridiculously high amount. Typically, it’s not used higher than 1%

    @Perry @Pharma in this list Glyceryl stearate is mentioned after phenoxyethanol. Does it mean the amount of GMS is less or equal to phenoxyethanol?

    It’s not an official LOI and therefore it doesn’t mean anything. It might really be the correct order but I wouldn’t bet on it.
