I found this

R&D and I really don’t have enough knowledge about formulating toner. Can
you help me in my formula?A

After doing
this, the oils float in the surface and my final product is not clear.I want clear
homogenous final product. What is wrong in the formulaCan you help

Unless you intended this … Salicylic Acid at 1.5% puts you in the OTC drug category, so this would be classified as a drug as opposed to a cosmetic.
60% Ethanol and Menthol in a Toner?
Your best bet would be to go back to the drawing board and start by reviewing the LOI’s of some popular toners on the market and try to do a knock-off until you better understand what you are doing.

dimethicone won’t mix with the rest of your ingredients - I suggest you take it out

So 1.5% Salicylic acid is considered as drugs.. ( but based on cosmetic directive 2% is the limit )I cant use menthol in toner? ( but i love the after feel )
I’ll lower the ethanol to 20% -
it would be considered a medicine in the US, but not in Europe

I, too, am a huge menthol fan — I have the best luck dissolving it in my oils. (I grind it with a mortar and pestle into a powder first so it dissolves more quickly.) I generally opt for natural, plant-based oils, so I’m not sure if mineral oil makes a difference.
