You need to increase the amount of surfactants by 2.5 - 3 times. Forget carbomer. Find out about the salt curve. Do the research. If you want a conditioning effect, you could use a dispersible silicone, or soluble olive oil, or PEG-7 glyceryl cocoate (not all of these are transparent in solution) - there are as many ways of doing this as there are grains of sand on the beach.

Trying using Glyceryl Oleate at 1% to get the conditioning effect and Crothix or Glutamate LT plus salt for thickening.

I think you need to use mild surfactant like betain, sulphosuccinates, etc. There are so many of them but I did not tested the rest of them. Beside you can not use salt and SLES for thicking. both are not  mild enough for the sensible skin of face and eyes. You can use PEG 120 methyl glycose dioleate or one from the same group.
