    A water-based Face Mist formula can be created in as little as a couple of hours.  If you include Stability Testing and Preservative Challenge Testing then you’re looking at at 60 to 75 day process.  If you are confident in your preservation strategy, you can start your PCT once you’re two weeks into Stability Testing.  Depending on the ingredients you choose, particularly if the are all water-soluble so you don’t need to include solublizers, there is very little that can possibly go wrong with a water-based Face Mist.

    There is absolutely no reason why a cram should take 12 months to develop.  That should be a 12 to 16 week process including Stability Testing and PCT.

    I have been told it make take 12 months to develop a cream on Jupiter because of the gravity and lack of oxygen issues…
