  eyeshadow color doesn’t stay

  Hello everyone,
  I am trying to make a cream eyeshadow. After lots of trials i reached a nice creamy consistency. The problem I have is that when you are applying it, it is like wiped away during application, only a fade shade remains on the skin. Not sure how can I fix this issue, is it a problem of more colors needed?
  I am using predispersed iron oxides waxes. 
  I have around 25% waxes, 41% oils, 17% iron oxide dispersion waxes, 11% silica, 4% soft focus powder
  Any advise here?
