It appears that Furminator makes one. https://www.chewy.com/furminator-deshedding-ultra-premium/dp/40134 The ingredient list is; Water, Mild Surfactants, Omega 3 & 6 Fatty Acids from Cranberry, Sunflower and Safflower Seed Oils, Extracts of Calendula, Papaya Leaf, Chamomile, Malva Flower, Blueberry, Aloe Vera and Kava, Vitamin E, Vegetable Protein Extract, Hydrolyzed Wheat and Oat Proteins, Fragrance, Preservative and Salt.
They do not have to list all ingredients on the label for pet shampoo in the US.
On their website, they claim that if you wash your pet regularly it will shed less. It is a claim any shampoo could make… -
Grooming and brushing is what helps and so does a good diet. Else, most breeds shed their underwool twice a year and only superglue will stop that for a while. Maybe just advertise it as ‘best for poodles and Yorkies’ (these breeds don’t shed by nature LoL ).For the sake of the dogs, just make a mild shampoo which doesn’t burn in the eyes, contains some conditioning ingredients, doesn’t contain too much perfume, and add some anti-hairloss claim ingredients.

Preventing hair loss whether in humans or animals through topical application of anything is not a thing, unfortunately (with the exception of Rogaine, an FDA approved over the counter treatment.)
I see so many people in my Facebook groups trying to make hair loss shampoos. It seems like such a futile effort. There are extremely complicated physiological processes in place that control hair loss and growth.

I have made several. Essentially you are looking at a good gentle base with the addition of several botanicals for anecdotal “claims.”
