    Hello, I have question for those who live in the EU. According  to REGULATION (EC) No 1223/2009 OF THE EUROPEAN PARLIAMENT AND OF THE COUNCIL of 30 November 2009 on cosmetic products, all ingredients must be ordered in descending order of ingredient weight. But what about an ingredient that consist of 2 or more ingredients. For example Olivem 1000, other emulsifiers or a complex of active ingredients? 
    For example, if you have 10% of complex consisting of panthenol, marigold extract, water, do you put it in a place in igredience with 10% or at the end of the composition assuming that the active substances are less than 1%? Or with Olivem 1000 (Cetearyl Olivate, Sorbitan Olivate), if I have 5% olivem 1000 in the composition, do I put both of these ingredients in their place at 5% or assuming what weight they can have?

    You will need to ask the supplier for the estimated percentage of the individual ingredients in the blend. They should be able to provide you if it’s not found in the SDS (if available). 

    When you have all the percentages or estimated percentage, just reorder them accordingly.

    What if the supplier writes “Persea Gratissima Oil & Hydrogenated vegetable oil” on the SDS. Should I treat it as one ingredient then?

    @Karo_lina - No, that would be 2 ingredients. If the ingredient is in the formula less than 1% than the order in which you list those ingredients doesn’t matter. Also, the percentage doesn’t matter.

    However, if you are using higher than 1%, then the order could matter.

    For example, suppose you use 1.5% of the Persea Gratissima Oil & Hydrogenated vegetable oil ingredient.

    If the composition was 90% vegetable oil and 10% Gratissima oil, then you would have to list the vegetable oil above the 1% line because it makes up more than 1% of the formula (90% X 1.5% = 1.35%). You could list the other ingredient anywhere you like under the 1% line.

    But if the composition was 50% vegetable oil & 50% Gratissima oil, then you could list the ingredients in any order you want below the 1% line.  This is because neither of those ingredients would make up >1% of the formula.
