I have been making some Gel type pomades, but they sometimes end up with a slightly spongy top layer, meaning that they do not stick the finger. Once you have scooped into the product though, it begins to do what it should and stick. I use Water, Cet 30, Peg 40 HCO, and very small amounts (less than 1%) of Jojoba, dead sea salt, and fragrance. Clarity is fantastic as well, but its just that slight spongy feel at the top that I am needing some direction on.

@codeshanka Sometimes some emulsifiers are more sensitive to electrolytes. Can you make a sample withour dead sea salt? Also, it’s be better to now why are you using 2 high HLB emulsifiers, and at what level you’re using them.

I think I understand what you meant.
Is it in a wide mouth jar? What sort of container is it contained?
How much of it is in the container? This matters because if container too big or product too little (almost finishing), the top layer tends to form a skin that will not stick to finger, and will stick if you scoop it out because you are exposing the inside.
We do not know how much of those stated chemicals are in your formulation to provide you with precise data. Is it partially national secret? LMAO! Chemists may want to know as much as possible in order to help you rather than guessing like this. Write an assay if you can. Erm…I mean essay. :p
Sometimes the chemists also want to know what fragrance and colouring substances you use, if you do use them.
