Likely you aren’t getting an answer since it isn’t a Cosmetic. Some consultants do cleansers as well, but it is uncommon.I would check some databases for Personal Cleaners. Also, you may want to check in with some of the larger wax suppliers such as Koster Keunen or Strahl & Pitsch. I know they have starting Formulations for similar products.

Happi (Household and Personal Care Product) is a trade magazine that offers formula and limited making instructions for a wide range of products. You might search through archived issues.
ArmorAll safety data sheet shows nothing but the preservative. -
@bahey Dow Corning (now just Dow) has a formulary of many car products, you should check it. Now, keep in mind that both type of formulas are quite dirrefent and will probable cost quite differently as well. Also, paraffi oil might leave surface shinnier but more greasy.

How can i emulsify Paraffin oil in water ?
Tween 20 and Tween 80 didn’t work
does PEG40 make it ? -
From memory I think that Amor All is silicone based. There are probably patents available for this product that would give you that information.Definitely check out Dow for formulation guidance. Wacker Silicones might also have some information too.Try using a combination of low HLB and high HLB emulsifiers to emulsify paraffin oil. https://www.lankem.com/post/the-hlb-concept

@bahey You cannot solubilize Paraffin oil using PEG-40 HCO. As @ozgirl mentioned, if you want to make an emulsion, use traditional systems (like PEG-100 stearate/Glyceryl stearate plus fatty alcohols). If you want to solubilize it, Isopar H is a good choice.

What’s your opinion of replacing Paraffin oil by Essential oil like sunflower oil ?
what is the drawbacks?
i have tried it and it gives an excellent shine and appearance -
It’s removing old greasy dirts , car wash stores failed to remove .
current formula
10% PEG Hydrogenated Castor oil
10 % Sunflower oil
2% tween 80
preservatives and EDTAwhat’s your opinion?
